    "Mr Chairmen, just by these significant achievements, few would disagree that the rate of progress towards general and complete disarments, has on the whole been most Unsatisfactory. Aport from the lack of goodwill on the part of the major military powers to achieve a feet rate of progress, other factors also largely account for the unsatisfactory state of affairs. My delegation has never, for instance been able to understand why, in spite of the tremendous importance that we all attach to disarments, we have up till now not been able to agree on a strategy for disarmament. Our approach to the problem hitherto has been in a piecemeal or ad hoc fashion. My delegation believes, that ??? problem of this importance and magnitude, such an approach cannot possibly lead to repaid and satisfactory results. As my delegation has stated on previous occasions to this Committee, we remain convinced that, unless and until we have a comprehensive strategy for general and complete disarmament - reflecting the universal hope, will, thought and purpose of mankind, with at least a guiding time-schedule to which we shall all seriously pledge our commitments, both nuclear and non-nuclear power - general and complete our commitments, both nuclear and non-nuclear power - general and complete disarmament will continue to remain mankind's forlorn hope. In the view of my delegation, the need for strategy for disarmament is still very real - and that is one of the several reasons why, falling to reconvence the World Disarmament Commission, my delegation has fully supported the proposal for the convening of a World Disarmenot Conference, whose task who suggest should include a formulation of a comprehensive strategy for disarmament."
