    Background: LONDON, UK

INTRODUCTION: In England, a massive project to protect London from the dangers of a disastrous flood is nearing completion. The world's largest moveable flood barriers, being constructed across the River Thames, is intended to stop freak tides reaching the city and leaving some areas under water up to eight feet (nearly three metres) deep. The cost of the project, due to be finished next year, is put at 430 million pounds sterling (about 800 million US dollars) -- twice the sum estimated only two years ago. But officials say it's worth the expense to avoid a disaster like that which hit London in 1953.

SYNOPSIS: Now Londoners are warned of the dangers of a similar flood. An engineer explained how the new barriers will work.

Engineers say that because tides are rising the danger of flooding increases year by year. In 1978 high winds brought the Thames to within two feet (less than a metre) of the top of London's flood defences. Experts say severe flooding of the capital could be the greatest natural disaster the country is likely to experience -- on the scale of the Great Fire of London in the 17th century.
