THE DEMONSTRATIONS, LED BY THE TRADE UNIONS, HAD BEEN STAGED IN PROTEST AT THE PRESIDENT'S PLAN TO FORM A SINGLE-PARTY GOVERNMENT.

    FOUR PEOPLE KILLED WHEN DEMONSTRATORS CLASHED WITH GENDARMERIE WERE GIVEN A STATE FUNERAL ON SATURDAY (AUGUST 17). SILENT CROWDS LINED THE STREETS AS THE FOUR COFFINS WERE CARRIED IN PROCESSION FOR BURIAL IN THE AFRICAN QUARTER OF POTO-POTO.

    BRAZZAVILLE ITSELF, SHOWING FEW SIGNS OF LAST WEEK'S CONFLICT, HAS BEEN PLACED UNDER A NIGHT CURFEW. STILL STANDING IS A BIG GRANDSTAND BUILT FOR INDEPENDENCE DAY CELEBRATIONS DUE TO HAVE BEEN HELD ON THURSDAY, BUT CANCELLED BECAUSE OF THE STATE OF SIEGE THEN STILL IN FORCE.

    PRESIDENT YOULOU IS REPORTED TO BE UNDER DETENTION IN A MILITARY CAMP WITH OTHER FORMER GOVERNMENT LEADERS. THE NEW EIGHT-MEMBER PROVISIONAL GOVERNMENT, FORMED AFTER TALKS BETWEEN TRADE UNION LEADERS AND ARMY CHIEFS, HELD ITS FIRST PRESS CONFERENCE AT THE WEEKEND.

    IT IS HEADED BY M. ALPHONSE MASSEMBA-DEBAT, A FORMER PLANNING MINISTER AND SPEAKER OF THE NATIONAL ASSEMBLY, NOW DISSOLVED BY ARMY DECREE. HE IS EXPECTED TO STAY IN POWER FOR THREE MONTHS, PENDING A NEW CONSTITUTION.

    THE NEW GOVERNMENT'S FIRST DECREE ANNOUNCED AN AMNESTY FOR ALL FORMER POLITICAL PRISONERS. GUARANTEED THE SAFETY OF FOREIGNERS AND THEIR PROPERTY, RE-AFFIRMED THE COUNTRY'S FRIENDSHIP WITH FRANCE, AND ITS ADHERENCE TO ALL ORGANISATIONS OF EQUATORIAL AFRICAN STATES.
