    Background: A United Nations agency has been accused of discriminating against Israel. At a meeting in Paris on Saturday (2 October), an international seminar condemned the United Nations Educational, Scientific and Cultural Organisation -- UNESCO -- of discrimination against the Jewish state.

    SYNOPSIS: Some 160 scientists, artists, teachers and doctors from 25 countries belonging to the International Committee for the Universality of UNESCO met in the French capital. The committee was set up after UNESCO barred Israel from its European regional group in November 1974. During the seminar many well-known intellectuals were present. They heard calls for them to boycott the United Nations agency until Israel is admitted to the group. The committee has claimed that moves are underway in other specialised U.N. agencies to bar Israel. These include the World Health Organisation and the International Labour Organisation.

    The seminar chairman, Nobel Peace Prize winner professor Andre Lwoff, was the first to address the session. He delivered a strong attack against the attitude of member states of UNESCO towards human rights. And he asked what international agencies of the United Nations were doing to respect international agreements on liberty, justice, freedom and democracy.

    The answer, Professor Lwoff claimed, was they were doing practically nothing. He said that over the years the various U.N. agencies had lost their prestige and efficiency. The Professor said that delegates representing the various member states of the U.N. made speeches totally lacking in sense, which emptied them of any meaning or understanding.
