    TRANSCRIPT: ALLON: "I note with regret the repeated statements made by the leaders of Syria which reject the whole concept of a genuine peace treaty with Israel. Nevertheless, I would like to hope that this is not their last word. For our part I strongly reiterate that the Government of Israel is ready and willing to enter into peace negotiations with Syria without prior conditions -- as called for by Resolution 338 -- at any place and at any time.

    Background: Israeli Foreign Minister, Mr. Yigal Allon, told the United Nations General Assembly on Tuesday (30 September) that his country was prepared to negotiate with Syria "at any place and at any time".

    Mr. Allon's statement came shortly after diplomatic sources had reported that the 40-nation Islamic Conference had agreed to withhold a demand formulated at the Arab summit in Saudi Arabia last July for the expulsion of Israel from the United Nations, and followed a speech by Kuwaiti Foreign Minister Mr. Al-Jaber Al-Sabah on the Middle East situation.

    The same sources quoted by news agencies also said that the Arab states had instead agreed to endorse the more moderate resolution passed by last month's 82-nation Non-aligned Conference in Peru. This motion recommended that pressure be maintained on Israel to withdraw from occupied Arab territory.

    Addressing delegates in English, the Israeli Foreign Minster said his Government accepted the idea of reconvening the Geneva conference on the Middle East. The Palestinian problem, he said, "can and will be solved in the context of a peace agreement between Israel and Jordan". He denied the right of the Palestinian Liberation Organisation to speak for the Palestinian Arabs and accused it of trying to destroy Israel.

    Mr. Allon's comments on peace negotiations with Syria came only hours after Syrian representatives at the United Nations had told delegates that Syria denounced the accord between Israel and Egypt over Sinai and rejected any possibilities of a similar accord between Israel and Syria.
