Towards full participation in the economic and political future of Europe, as an equal, sovereign member of the European Community. In my mind there is no doubt of the rich benefit which this country and Europe will secure as a result. It will enhance our security, it will increase our prosperity. More than that, through the stimulus which unity will bring, I believe we can look for a resurgence of life in the European Community itself, and a revitalising of Europe's role and influence throughout the world."

    Background: Britain's Prime Minister told a meeting of United States lawyers in London today (July 19) that Britain had to enter the Common Market if it and the rest of Europe were to survive as economic powers. Speaking to a gathering of members of the American Bar Association, which is holding its 94th annual meeting in London, Mr. Heath said that British membership was natural and inevitable. In the perspective of history, he added, it would seem extraordinary that it had remained outside for so long.

    Britain's moves to join the Community come to a climax in October, when Parliament votes on the issue.
