    Background: Joseph Kasavubu, head of the Congolese Abako, and reportedly President-designate of the Belgian Congo - due for Independence June 30 - met the Press June 19 in Leopoldville to announce the formation of his cabinet - but he decided to name his ministers.

    Earlier the rival National Congolese Movement of Patrice Lamumba claimed a majority in the 137-member Parliament and contested the Abako Party's right to rule.

    By June 20 the political struggle eased: it was reported the two groups agreed to compromise - Kasavubu would become President and Lumumba his Prime Minister. Watching the struggle for power is the outgoing Belgian Resident Minister Walter Ganshof van Meersch. Belgian residents in the Congo continue to leave for Belgium as independence nears.
