    Background: The Chairmen of the ugandan Military Commission, Paulo Muwanga, arrived in Addis Ababa on Thursday (16 October). He was leading a high-level Ugandan government delegation on a two-day working visit to Ethiopia.

    SYNOPSIS: The Ugandan leader was welcomed at Boile Airport by Chairman Mengistu Haile-Mariam of Ethiopia.

    As Mr. Muwanga stepped down from his private jet to meet Colonel Mengistu he was accorded full military honours including a 21-gun salute from the large contingent of armed forces the large contingent of armed forces present.

    The Ugandan leader introduced the high-level delegation accompanying him to Colonel Mengistu. The Ethiopian leader i turn introduced Mr. Muwanga to the standing committee of the Provisional Military Administrative Council.

    The two leaders took the salute of the Guard of Honour lined up along the tarmac as the national anthems of Uganda and Ethiopia were played. Mr. Muwanga was then introduced to ministers, commissioners, force commanders and central committee members of the Commission for Organising the Party of the Working People of Ethiopia, the country's single ruling party.

    The officials watched an impressive march past of Ethiopian forces.

    Colonel Mengistu and Mr. muwanga drove to the National Palace in Ethiopia for discussions. During the talks the two men were joined by Uganda's Minister of Foreign Affairs, Otema Allimadi. The discussions lasted several hours during which the main topic was bilateral relations between the two countries. But international issues were also covered including battle with Somalia in the Ogaden and the Gulf war between Iran and Iraq.
