    Background: SARAWAK'S FOUR-MONTH OLD POLITICAL CRISIS HAS BEEN SOLVED. A NEW GOVERNMENT HAS NOW FORMED BY PENGHULU TAWI SLI FOLLOWING THE DISMISSAL OF DATO STEPHEN KALONG NINGKAN LAST FRIDAY (SEPT. 23).

    ON SATURDAY (SEPT. 24), THE GOVERNOR, TUN ABANG HAJI OPENG, SWORN IN PENGHULU SLI AS CHIEF MINISTER AND SEVEN OTHER MEMBERS OF HIS CABINET.

    FOR THE PENGHULU, IT WAS THE SECOND TIME BEING SWORN IN AS CHIEF MINISTER. THE FIRST WAS IN LATE JUNE WHEN DATO NINGKAN WAS DISMISSED BY THE GOVERNOR. HE HELD THE POST FOR THREE MONTHS UNTIL SEPTEMBER 8 WHEN A HIGH COURT RULED THAT DATO NINGKAN'S DISMISSAL WAS UNCONSTITUTIONAL.

    SINCE THE COURT RULING, THE POLITICAL SITUATION HAS DETERIORATED UNTIL TWO WEEKS AGO WHEN THE MALAYSIAN CENTRAL GOVERNMENT STEPPED IN AND ALTERED THE SARAWAK CONSTITUTION. THE AMENDED CONSTITUTION GAVE THE GOVERNOR FULL POWERS, WHICH INCLUDED CONVENING THE COUNCIL NEGRI (STATE ASSEMBLY). WHEN THE ASSEMBLY MET LAST FRIDAY, A VOTE OF NO CONFIDENCE WAS PASSED AGAINST DATO NINGKAN. DATO NINGKAN AND HIS SUPPORTERS BOYCOTTED THE MEETING IN PROTEST AGAINST WHAT THEY CLAIMED HAD BEEN A BREACH OF THE SARAWAK CONSTITUTION BY THE CENTRAL GOVERNMENT.

    WHILE THE SWEARING-IN CEREMONY WAS IN PROGRESS, DATO NINGKAN WAS IN SARAWAK NATIONAL PARTY HEADQUARTERS. HE WAS BUSY READING LETTERS AND TELEGRAMS EXPRESSING SUPPORT SENT IN BY HIS COLLEAGUES.

    ASKED WHAT HE WOULD DO NOW, DATO NINGKAN SAID: "WE SHALL SEE. I CANNOT COMMENT. IT IS IN THE HANDS OF MY LEGAL ADVISERS."
    DATO NINGKAN'S MINISTERIAL COLLEAGUES DISMISSED ALONG WITH HIM ARE NOW FULL TIME PARTY WORKERS PREPARING FOR THE GENERAL ELECTIONS PROMISED BY THE CENTRAL GOVERNMENT NEXT YEAR.

    MEANWHILE, PENGHULU SLI HAS ACCUSED THAT SOME DIPLOMATIC PERSONNEL IN THE STATE HAD TAKEN SIDES DURING THE RECENT POLITICAL CRISIS. (BRITAIN HAS A HIGH COMMISSION IN KUCHING AND THE UNITED STATES HAS A CONSULATE THERE).
