    Background: The Chiefs of Staff of the 18 member states of the Arab League were told in Cairo on Saturday (21 April) that Israeli ambitions were not only aimed at neighbouring Arab countries but at the entire Arab world.

    General Ahmed Ismail, Egyptian War Minister, inaugurating the conference in Cairo, told the senior officers: "The Imperialist Zionist octopus is after the wealth and resources of the entire Arab area, no matter how near or far from Israel. The battle will be a comprehensive one and its effects will cover the whole Arab world.

    The Chiefs of Staff are discussing details of the military and financial obligations of each state, within a unified plan of action, for the possible resumption of hostilities with Israel to recover the occupied territories.

    The meeting was arranged before the recent Israeli raid on the Lebanon but the attack was very much in General Ismail's mind. He asked for one minute's silence in memory of the Lebanese dead.

    General Ismail told the military chiefs that when battle with Israel began, Arab wealth would have a vital role. If the huge Arab wealth and energies were properly exploited, they would be a factor which the Israelis would take into consideration. After the inauguration speech, the conference went into secret session.

    The outcome of the discussions will be referred to the Defence Council, made up of Arab Defence and Foreign Ministers.

    But despite war preparations at the Chiefs of Staff conference, the Egyptian Deputy Prime Minister, Dr. Abdel Kader Hatem, told the Egyptian Parliament on Saturday night that Egypt would continue "concentrated political and diplomatic efforts for the liberation of Arab territories."
    SYNOPSIS: The Chiefs of Staff of the eighteen member states of the Arab League met at the league headquarters in Cairo on Saturday. Before the meeting were plans for a possible resumption of hostilities with Israel to recover the occupied territories. This included detailed discussions of the military and financial obligations of each Arab country.

    Israel, he said, would have to take notice if Arab wealth and energies were properly exploited.

    But while the military chiefs planned for war, the Egyptian Deputy Prime Minister, Dr. Abdel Kader Hatem was telling the Egyptian Parliament that Egypt would continue concentrated political and diplomatic efforts for the liberation of Arab territories.

    At the military conference General Ismail called for one minutes silence in memory of the Lebanese who died in the recent Israeli raid.
