Background: Malta's Prime Minister Dom Mintoff made a sustained attack on the opposition Nationalist Party, during a lengthy address to supporters of the ruling Labour Party in Valetta on Friday evening (30 April). Mr. Mintoff focused his speech on Dr. Eddie Feneche Adami, leader of the Nationalist Party which has boycotted the State Parliament in protest at last December's elections. The elections returned Mr. Mintoff's Labour Party. The Nationalists have accused the electoral authorities of redrawing voting boundaries to favour Mr. Mintoff. In his speech, the Maltese leader said that the Nationalist Party must choose between leading the country into trouble by continuing its boycott of parliament, or returning to the Assembly and attempting to amend the constitution. The government, Mr. Mintoff added, wanted democracy in the country and not a one-party state. The Maltese leader departed from his criticism of the opposition to speak of what 1 May means to the workers of the world. The Maltese Labour Party, he said, was not against the industrialists and it did not want to boycott any section of the community. The rally was addressed by other leading party and government dignitaries.
