Not so long ago, Singaporeans took legitimate pride in being known as a rugged society. It was a good phrase which correctly summed up the image of a people prepared to tackle any job and united in their determination to build up a secure future. Today, Singapore has to admit more than 40,000 people on work permits while approximately the same number of Singaporeans, mostly youngsters, are unemployed. The jobs are there.....in the shipyards and on building sites....but those who could take up the vacancies are more likely than not at home being supported by indulgent families. It is in this context that the government of Lee Kuan Yew has launched the "use your hands" campaign.

Background: Singapore's Prime Minister Lee Kuan Yew has called on his country to change its attitudes towards jobs and get young people into areas important for the economy. The Prime Minister was launching what he called a "use your hands" campaign covering the entire country.

SYNOPSIS: Mr. Lee said the hard core of workers in all essential industries must be Singapore citizens. He declared that there couldn't be a disparity of two per cent work permit holders for clerical and service jobs and 60 percent for construction and metal processing. The Prime Minister told a gathering of 3,000 school principals, teachers and community leaders that even if it took the next 10 years to put the disparity right, the time to begin was now. On the "use your hands" campaign, Mr. Lee said it was an attempt to reverse the process of the last eight years during which Singapore went through a rapid change in social attitudes and life-styles. His government has decided to start the campaign in schools where the attitude of principals and teachers can influence young minds.

During the mid-year school holidays in June, Ministers and other Members of Parliament, together with principals, teachers and students, will use their hands to improve school playing fields and gardens and to clean up the buildings. Mr. Lee said the country must hold fast to the tried and trusted virtue of hard work. The Prime Minister offered the philosophy that dirtying one's hands, sweating and soiling one's clothes are good for the body and soul and for the economy. He backed up the philosophy by physically helping a number of children to mop the floors of their school canteen.
