    Background: The U.S. Government has put a one-million gallon a day desalinization plant into operation on St. Thomas, one of the Virgin Islands.

    St. Thomas is a duty-free port and luxuries, such as perfumes and liquor, are cheap: but necessities, like water, are expensive. This is the reason why the Government has built the plant.

    In the past St. Thomas has had to depend on rain water and on water brought in by barge from nearby Puerto Rico. Now these sources will be supplemented by water produced at the desalinization. The unit is the largest to be opened this year in the U.S. government's program of creating more drinking water. It will also generate electricity.
