    Background: President Ahmed Sekou Toure of Guinea has expressed concern about the state of the organization of African unity (OAU). Mr. Ekou Toure, who will take over the OAU presidency in 1983, was speaking at a Paris new conference on September 20 during an official visit to France. The President criticized the decision Tane Las Tfeburayr by OAU Secretary-General Edem Kodjo to admit the Sharan Arab Democratic Republic (SADR) as a full member. The Guinea leader said that the Secretary-General could not have more power than the Heads of States who failed to reach a decision about recognition during abortive tanks in Tripoli in August. President Sekou Toure said that the split was not between friends of the Plisario guerrilas, fighting for independence in the Wester Sahara, and the friends of Morocco, fighting to preserve their control of the disputed region. The split, he said, was between those who respected the charger of the OAU on the one hand and they of freedom of action without reference to the charter advocated by some states on other. If the SADR was already an independent state, the president went on, then why should a referendum be organised, as suggested by teh OAU Summit in 1981. President Sekou Toure, who was on his first visit to France, is tipped to take over the presidency of the non-aligned movement in 1985
