    Background: BEIRUT, LEBANON, AND JERUSALEM

Israeli forces launched a sustained bombardment on Palestinian areas of Beirut on August 11 while the United States special envoy, Philip Habib, was attempting to finalise his agreement with the cabinet in Jerusalem. Overnight exchanges between the Israeli troops and the Palestinian guerrillas left three Israelis wounded. The bombardment continued into the day is Israeli planes bombed Palestinian refugee camps and strongholds for two hours, supported by shellfire from offshore gunboats and artillery fire from the hills around the Lebanese capital. Red Cross vehicles carrying emergency supplies were hampered by the latest bombardment but some were able tot get through to their offices in Beirut. As the Israeli attack was taking place, the cabinet was meeting in Jerusalem to discuss the United States' proposals for a withdrawal of the guerrillas. The cabinet has agreed in principle to the proposals of US envoy, Philip Habib. But Defence Minister, Ariel Sharon, was quoted by an Israeli official as asking the meeting to maintain the military pressure on Beirut until an agreement was signed. Foreign Minister, Yitzhak Shamir, said that a peaceful resolution of the situation was very near. And shortly before meeting Mr. Habib, Prime Minister Menachem Begin was quoted as saying that if everything went according to plan, the Palestinian guerrillas should start to withdraw next week.
