    THE GOVERNMENT, A FOUR-PARTY COALITION OF CHRISTIAN DEMOCRATS, SOCIAL DEMOCRATS AND REPUBLICANS, WAS FORMED LAST NIGHT AFTER ITALY'S LONGEST POLITICAL CRISIS SINCE THE BIRTH OF THE ITALIAN REPUBLIC.

    IT WILL GO BEFORE BOTH HOUSES OF PARLIAMENT FOR A VOTE OF CONFIDENCE ON APRIL 7 WITH THE COALITION PARTIES CONTROLLING 366 SEATS IN THE 630-MEMBER CHAMBER OF DEPUTIES AND 185 IN THE 321-MEMBER SENATE. PARLIAMENT'S APPROVAL IS ASSURED.

    THIS IS SIGNOR RUMOR'S THIRD TERM AS PRIME MINISTER; HE PRESIDED OVER A COALITION OF IDENTICAL POLITICAL COMPOSITION WHICH DISINTEGRATED IN JULY 1969 OVER A SOCIALIST PARTY SPLIT. FROM LAST AUGUST UNTIL FEBRUARY 7 THIS YEAR HE HEADED A ONE-PARTY MINORITY CHRISTIAN DEMOCRAT CABINET THEN RESIGNED TO MAKE WAY FOR A REVIVAL OF THE CENTRE-LEFT ALLIANCE WHICH HAS DOMINATED ITALIAN POLITICS FOR SEVEN YEARS.

    THE AVERAGE OF THE NEW CABINET IS 58. THE MINISTERIAL APPOINTMENTS CARRY NO SURPRISES. SIGNOR ALDO MORO, FOREIGN MINISTER IN THE LAST GOVERNMENT, RETAINS THE POST. THE OTHER KEY JOB OF TREASURY MINISTER REMAINS IN THE HANDS OF CHRISTIAN DEMOCRAT EMILIO COLOMBO.
