    TRANSCRIPT: (SEQ. 7): SMOYER: "Well, it was a matter of the man on duty inadvertently grabbing the wrong tape. Instead of releasing the normal, Saturday morning test tape, he released a tape due to be released only in emergency conditions.



    REPORTER: How was the mistake made. Isn't there one tape made for emergency purposes and kept in a separate place?



    SMOYER: The emergency tape has to be prepared every day because there is a new identification used which changes every day.



    REPORTER: Was there any danger of this warning reaching other military installations possibly causing a false alert of military units.



    SMOYER: There should not be any danger of military installations being alerted for the reason that these reports did not go over military channels. They went only through the A.P. and UPI wireservices."

    Background: The complex United States National Emergency Warning system will be closely examined following a mistake yesterday (Saturday) which activated the system. A wrong tape fed into a teleprinter during a normal check should have resulted in all broadcasting stations going off the air to allow the Government to broadcast emergency orders. Although hundreds of stations did stop transmission, hundreds of others either ignored the order or didn't receive it. Now the Government will take a close look at the system.
