Background: Senegal's President Leopold Sedar Senghor deplored the apparent deterioration in standards of French language education in Senegal in ??? address he gave at the annual schools and colleges prizegiving ceremony held in Dakar on Wednesday (9 July).

Each year--he told the assembled government ministers, National Assembly members, diplomatic representatives, students and academic staff--an increasing number of students were finishing secondary school and college courses without the ability to understand or express themselves easily and correctly in French.

The President attributed this decline in standards to the rapid development of the school systems in Senegal over the past decades ...a development, he said, where systems established to cater for intensive education for the selected few had been forced to cater for education for the mass of the people.

He told his audience that the Senegalese government is at present considering major reforms in French language education, including the introduction of sophisticated audio-visual techniques.

SYNOPSIS: The Daniel Sorano National Theatre in the Senegalese capital, Dakar... where last Wednesday, students and academics from all over Senegal gathered for the annual schools and colleges prizegiving ceremony.

President Leopold Sedar Senghor headed an impressive delegation of government officials,, National Assembly members and religious leaders for the ceremony to honour the country's top students over the past year. Accompanying the President and Senegalese officials, were representatives from the Diplomatic Corps resident in Dakar.

The audience heard President Senghor--himself a distinguished French language poet--deplore what he called the deterioration in standards of French language education in Senegal over past years. He said that the government is at present considering major reforms in the teaching of French and the introduction of sophisticated audio-visual techniques. The President described these educational reforms as "fundamental" to Senegal's development.

For the student prizewinners, there were words of praise as the President and government ministers distributed the awards. All the students present had competed in a nationwide competition to determine the country's top students in each academic discipline.
