    Background: Students in Israel, still reacting to the Munich massacre, are urging people to sign petitions which call for the death penalty for guerrillas, who kill civilians. They want the penalty to apply both to guerrillas who kill Israeli civilians and those who kill citizens of other nations on Israeli soil.

    Advertisements placed in a newspaper produced a strong response. The students also set up "signing stations" in the sheets of Jerusalem.
