    UNLIKE PREVIOUS PRESIDENTS, ROBLES IS FROM THE MIDDLE CLASS, NOT THE PANAMANIAN ARISTOCRACY. IN THE STATELY HOMES OF THE PANAMANIAN ARISTOCRACY, DISCONTENT IS RISING AGAINST HIM. AT ELEGANT PARTIES LIKE THIS WEDDING RECEPTION, MEN TALK POLITICS. THE COMPLAINT IS GROWING LOUDER THAT ROBLE'S TAX REFORM PROGRAM, DESIGNED TO PROVIDE DEVELOPMENT MONEY AND WIN ADDITIONAL FUNDS FROM THE ALLIANCE FOR PROGRESS, IS DIRECTED AGAINST THE 50 FAMILIES WHO DOMINATE THE PANAMANIAN ECONOMY.

    WHILE THE RIGHT WING IS NOT FOR A PRESIDENTIAL CHANGE YET, THE LEFT, LIKE THESE UNIVERSITY DEMONSTRATORS, WANT HIM OUT NOW. THEY CALL HIM MARCO THE RIFLE BECAUSE OF HIS TOUGHNESS AGAINST COMMUNISTS AND NATIONALISTS. UNLIKE HIS PREDECESSOR, WHO SAW LAST JANUARY'S ANTI-AMERICAN DEMONSTRATIONS GET OUT OF HAND, ROBLES ISSUED ORDERS THAT THE PANAMANIAN NATIONAL GUARD IS TO ACT WITH RESOLUTION AGAINST MOBS. DEMONSTRATIONS ARE PERMITTED AGAINST THE ROBLES ADMINISTRATION AND THE UNITED STATES, BUT NOT RIOTS.

    IN SLUMS LIKE THESE, THE RESIDENTS LIVE IN MODIFIED PACKING CASE. MANY CHILDREN ARE ILLEGITIMATE AND MANY HAVE NEVER BEEN TO SCHOOL. THE NATURAL DISCONTENT OF THESE PEOPLE OFTEN TURNS TO THE UNITED STATES AND THE PANAMA CANAL. AS THE STEADY FLOW OF SHIPS INTO THE MIRAFLORES SYSTEM OF CANAL CONTINUES, THE PRESIDENT'S NEGOTIATORS ARE IN WASHINGTON WITH THEIR CASE FOR A CHANGE IN THE CANAL AGREEMENTS.
