    Background: BONN, WEST GERMANY/BRUSSELS, BELGIUM

The French President, Francois Mitterrand, addressed the West German Parliament, the Bundestag, in Bonn on January 20, as part of the celebrations to mark the 20th anniversary of the signing of the Franco-German friendship pact. The pact was signed on January 22, 1963, at the Elysee Palace in Paris, by President Charles de Gaulle and Chancellor Konrad Adenauer, following more than a century of hostility between the two nations. Some observers believe the pact has suffered recently. It was seen at its strongest during the presidencies of de Gaulle and Giscard d'Estaing. President Giscard d'Estaing visited West Berlin in October 1979 and saw the Berlin Wall and the memories to those who died trying to cross into the West. He also had a strong relationship with Helmut Schmidt and they co-operated at EEC summits. Now under the administrations of President Mitterrand and Chancellor Helmut Kohl, the economic goals of the two countries have diverged. But the differences were put aside when President Mitterrand addressed the Bundestag and said that having lived in occupied France he could understand how the Germans felt living in a divided country.
