    Japan staged a major military exercise on a training area near Mount Fuji on September 13. Helicopters flew into the area to disgorge troops riding in machine-gun equipped jeeps as thousands of Japanese citizens and top officials from a variety of countries looked on. The Japanese government is trying to make the public more defence-minded and is attempting to show the public how its tax money is spent. The shooting down of the Korean Airlines jet has sparked a new awareness of what the Japanese government calls a growing Soviet military threat. In the 1984 White Paper on Defence, released on September 14, the government said the Soviet Union was persistently building up its military forces in the Pacific region and it said the shooting down of the KAL jet last year illustrated a severe military situation surrounding Japan. The report also said the United States has been trying to improve its military forces in the area to counter the Soviet build-up. Japan is seeking a seven per cent increase in defence spending for the next fiscal year under pressure from the United States for Japan to play a bigger defence role in the Pacific region. Since the end of World War II, the Japanese government has been restricted in the amount it can spend on its defence budget.
