    Background: As part of their pullout from Chad, French troops on October 23 evacuated their Most northerly garrison at Moussoro, north of the capital N'Djamena. France began a gradual withdrawal of its forces on September 25 after agreeing with Libya on a joint pull-back of their forces by mid-November. Mixed teams of French and Libyan observers were to monitor the withdrawal. In August, 1983, France set some 3,200 troops to Chad to support the government against a Libyan-backed rebel advance from north of the capital. French Defence Ministry sources said more French troops were due to pull south from outposts at Biltine and Abeche in Eastern Chad. Peace talks between representatives of President Hissene Habre's government and the rival Transitional Government of National Unity (GUNT) appeared deadlocked on October 24, with both sides disputing each other's claims to lead the country. The meeting in Brazzaville was preparatory for a full conference between rival Chadian political and military groups.
