Background: President Francisco da Costa Gomes -- the first Portuguese Head of State to visit Rumania -- has signed a treaty of friendship and co-operation with Rumanian President Nicolae Ceausescu.
The two Presidents signed the treaty at a ceremony in Bucharest on Saturday (14 June) after talks.
It was the first treaty of its kind signed by Rumania and any member of the N.A.T.O. alliance (North Atlantic Treaty Organisation). It is believed that it was the first such treaty between a N.A.T.O. member and a Soviet-Bloc nation since the Soviet Union cancelled wartime mutual assistance treaties with Britain and France in 1955.
President Costa Gomes arrived in Bucharost on Friday. It was the first visit by a Portuguese Head of State to a communist country.

President Ceausescu accompanied his guests on a tour of the capital. They visited a housing estate and a factory. They also made a helicopter trip to a farming co-operative near the capital. President Costa Gomes attended a banquet in his honour that evening. During the banquet, Mr. Ceausescu praised Portugal for opening a way for democratic and progressive development.
On Saturday, the two leaders signed a treaty of friendship and co-operation at a ceremony in Bucharest. Mr. Ceausescu said at friendship treaty acquired a special international significance being the first treaty of its kind signed by two friendly countries which belong to different military blocs in Europe.
