Background: Edward Patrick Labone Melotlegi was officially proclaimed chief of the BaPhokeng tribe, by authorization of the South African Administration for Bantu Administration and Development represented by Minister Mr. DoWetNel.
More than 10000 members of the highly civilized tribe of 80000 (the Betshuans of the BaPhokeng tribe) took part in the ceremony. A leopard skin and the wooden sceptre decorated with a crocodile (the totem of the BaPhokeng tribe) are the outward symbols of the new rank.
The tribe has its own police. On this occasion, however, they were disarmed - their spearlike assegaies were replaced by sticks. The tribal members wear European clothes. The dance of the betshuans in an exception.
The new chief was dressed in an immaculate cream-coloured naval uniform with a gold braided admiral's cap, shiny shoulder pips and gold tassels. The chief's 40 man private army", dressed in military-type khaki-uniforms marched briskly with wooden staves sloped across their shoulders.
One tribal regiment - the Hanganas - were the Kilt of the Transvaal Scottish with a white shirt
The Minister told the tribe that the government wanted them to establish their territorial authority and to make their own laws. In due course the tribe would have its own courts and magistrates. The Government would only help these who were prepared to help themselves.
