Background: Albania's leader Enver Hoxha appointed a new Prime Minister on Thursday (14 January). During a public appearance at the People's Assembly in Tirana, he introduced Adil Carcani as replacement for Mehmet Shehu, who was officially reported to have committed suicide last month. The Albanian authorities denied Western press reports that Mr. Shehu had died in a gun battle with Mr. Hoxha. Other reports said Mr. Hoxha had also died in the gun battle. Albania's release of film of last of film of last Thursday's appearance by Mr. Hoxha has quelled the rumours. The new Prime Minister, officially named Chairman of the Council of Ministers, has been Deputy Chairman since 1965. He was born in 1922 and joined the Communist Party in 1942. Since he was appointed, Mr. Carcani has dropped two ministers, one of them a nephew of the man he replaced.
