BROWN WAS TOLD THAT HE COULD AGAIN APPLY FOR A SUMMONS WHEN HE ANSWERS THE POLICEMAN'S SUMMON AGAINST HIM NEXT MONTH.

    THE DOUBLE CHARGES RESULT FROM A SCUFFLE OUTSIDE THE CUBAN MISSION, WHEN BROWN REFUSED TO ALLOW THE POLICEMAN TO SEARCH A PARCEL HE WAS CARRYING. BROWN CLAIMS THAT HE AND A CO-WORKER WERE ATTACKED BY THE POLICEMAN.

    POLICE SAID THE 27-YEAR-OLD CHAIRMAN OF THE STUDENT NON-VIOLENT CO-ORDINATING COMMITTEE SOUGHT SANCTUARY FOR SEVERAL HOURS IN THE MISSION BUILDING.

    BEFORE HIS APPLICATION FOR A SUMMONS WAS REFUSED, RAPP BROWN WAS INTERVIEWED BY NEWSMEN.
