    REPORTER: "HOW EXTENSIVE IS THE DAMAGE CAUSED BY THE AMERICA BOMBING RAIDS?"



    SALISBURY: "VERY EXTENSIVE. THE BOMBING GENERALLY FOLLOWS THE TRANSPORTATION PATTERN OF THE COUNTRY WITH THE ATTACKS FOLLOWING HIGHWAYS AND RAILROADS AND AS A RESULT OF THAT, IT HITS PRACTICALLY ALL OF THE TOWNS AND VILLAGES THAT ARE ALONG THOSE, THOSE LINES. THE DAMAGE IN THE OUTSKIRTS OF HANOI IS ALSO QUITE SUBSTANTIAL, IN PARTICULAR IN SOME OF WHAT YOU WOULD CALL INDUSTRIAL CENTRES."



    REPORTER: "HAS THIS HURT THE LIVING STANDARD OF THE PEOPLE MATERIALLY?"



    SALISBURY; "I THINK IT HAS. AND THIS WAS THE OPINION OF BOTH THE WESTERN DIPLOMATS AND EAST EUROPEANS WHO'D BEEN THERE, FOR SOME OF THEM, TWO OR THREE YEARS. THEY SAID THAT THERE HAD BEEN A MARKED DECLINE IN THE STANDARD OF LIVING AND PRODUCTION AND THINGS OF THAT KIND IN THE YEAR - YEAR AND ONE HALF - OF THE AMERICAN BOMBING."



    REPORTER: "HOW COULD YOU DISTINGUISH BETWEEN DAMAGE CAUSED BY AMERICAN BOMBS AND DAMAGE CAUSED BY VIETNAMESE MISSILES, EITHER MIS-FIRING OR ........"



    SALISBURY: "WELL I DON'T SUPPOSE ANYBODY COULD MAKE AN ABSOLUTE AND POSITIVE DISTINCTION THERE. BUT THERE IS AN ENORMOUS AMOUNT OR ORDINARY BOMB DAMAGE AND DAMAGED CAUSED BY ROCKET FIRING PLANES WHICH CAN BE SEEN OUT IN VILLAGES, LET'S SAY WHERE THERE IS NO QUESTION OF A MISSILE BEING FIRED BECAUSE THERE ARE NO MISSILES IN THAT, IN THOSE AREAS. AND IF YOU SEE HALF A DOZEN DIFFERENT DESTROYED SITES, YOU GET SOME FEELING OF THE PATTERN OF DESTRUCTION WHICH IS CAUSED, LET'S SAY BY A ROCKET OR AN AIR BURST OF A BOMB OR AN EXPLOSIVE CHARGE. AND I MUST SAY THAT THE DAMAGE THAT I SAW, FOR EXAMPLE, IN HANOI PROPER, LOOKED TO A PERSON WHO IS CERTAINLY NOT AN EXPERT WITNESS AS THOUGH IT WAS OF THE SAME CHARACTER".

    HIS REPORTS, APPEARING IN THE WIDELY RESPECTED NEW YORK TIMES, AROUSED CONSIDERABLE INTEREST BOTH IN THE UNITED STATES AND AROUND THE WORLD.
