    Background: Mr. Charles Diggs, chairman of the United States House of Representatives sub-committee on African Affairs, this week spent four days in Ghana during a tour of eleven African countries. He spoke to reporters after his arrival and later had talks with government and opposition leaders. Mr. Diggs had already visited Somalia, Madagascar, Mauritius, Congo-Brazzaville, Equatorial Guinea, Gabon and Gambia.

    Mr. Diggs is one of the top-ranking black members of the House of Representatives. He has represented the 13th district of the State of Michigan for 17 years.
