Mr. Hissene Habre recently held talks with rebel leader Oueddi Goukouni at Oum Chalouba in eastern Chad but announced that Government proposals for a peaceful settlement of the rebellion were rejected. Details of the proposals were not released.

Background: A top military official from the former French territory of Chad has left for talks with Government leaders in Sudan.

SYNOPSIS: The official was Mr. Hissene Habra who is the Chairman of the Northern Military Command in Chad. It's understood that his talks will centre on attempts to re-open talks between the Chad Government and the Chad Liberation Front -- FROLINAT. Sudan together with the Libyan Jamahiriya and Niger was a co-signatory of a truce agreement between the FROLINAT rebels and the Chad Government.

The FROLINAT forces recently moved south toward the capital saying that the presence of French forces in Chad negated the truce agreement. The rebels were defeated by heavy French forces at Ati, about 180 miles (300 kms) north east of the capital N'Djamena.
