    Background: MR. WILLIAM ETEKI MROUMOUA OF CAMEROUN TODAY (WEDNESDAY) BECAME THE FIRST AFRICAN CHAIRMAN OF A UNITED NATIONS EDUCATIONAL, SCIENTIFIC AND CULTURAL ORGANISATION (UNESCO) GENERAL ASSEMBLY. HE WAS ELECTED IN PARIS AT UNESCO'S 15TH SESSION.

    DELEGATES FROM 122 COUNTRIES, INCLUDING NEW COMERS TO UNESCO LESOTHO AND GUYANA, ARE ATTENDING THE SIX WEEK CONFERENCE, WHICH IS HELD EVERY TWO YEARS.

    THE OPENING SPEECHES WERE GIVEN BY THE RETIRING PRESIDENT AND BY M. RENE MAHEU, UNESCO DIRECTOR GENERAL. M. MAHEU WILL SEEK RE-ELECTION ON SATURDAY. AFTERWARDS, HE WELCOMED THE NEW PRESIDENT TO THE PLATFORM.

    MR. WILLIAM ETEKI MBOUMOUA, A FORMER CAMEROUN EDUCATION MINISTER, HAS BEEN A MEMBER OF UNESCO'S EXECUTIVE BUREAU SINCE 1962. IN HIS ADDRESS TO THE ASSEMBLY HE SAID THAT HE REGARDED HIS ELECTION AS NA HONOUR NOT ONLY TO HIMSELF, BUT ALSO TO HIS COUNTRY AND TO AFRICA. HE WENT ON TO CALL FOR AN INTENSIVE CAMPAIGN TO COLLECT AND PRESERVE AFRICAN ORAL TRADITIONS THAT ARE IN INCREASING DANGER OF BEING LOST.

    DURING THE CONFERENCE THE UNESCO ASSEMBLY WILL DISCUSS PROBLEMS OF HIGHER EDUCATION AND YOUTH BROUGHT TO THE FORE BY THIS YEAR'S STUDENT TROUBLES, AND IT WILL CONSIDER UNESCO'S PROGRAMME FOR THE NEXT TWO YEARS. THE DELEGATES WILL ALSO BE ASKED TO ADOPT THE ORGANISATION'S BUDGET OF 77,414,500 DOLLARS (GBP32,253,000).
