    Background: INTRODUCTION: In Belgium, the chief representative of the Palestine Liberation Organisation in Brussels was shot dead on Monday (1 June). Mr. Naim Khader died immediately after being hit by five shots. The attack immediately brought a bitter verbal exchange between the P.L.O. and the Israeli embassy in Brussels.

    SYNOPSIS: The killing brought fears of a revival of the so-called "War of the Spooks", a shadowy, hit and run battle through the streets of Western Europe. This has involved murders of PLO officials in London, Paris, Rome, Cannes, and Nicosia.

    The Palestine Liberation Organisation often blamed Israeli intelligence agents for the murders of its representatives, but Arab diplomatic sources say inter-Arab feuding caused many of the deaths. This murder was blamed on Israel too, but Israel denied responsibility.

    Mr. Khader was killed outside his home. Police said a single assassin, armed with a pistol, carried out the killing. He escaped on foot.

    The shooting was condemned by a fellow Palestinian official, Raji Barakad, as an attack not just on an individual but on the whole Palestinian people. In Beirut, a senior PLO official said the Israeli Prime Minister, Menachem Regin, had launched a war of extermination against the Palestinians. Israel replied it was common for "the various Palestinian movements to kill each other". The Palestinians and the Israelis traded similar accusations after a PLO official was killed in Paris in 1978. Later two Jordanians were convicted of the murder.

    Mr. Khader, seen her in a television interview, was put in charge of the PLO bureau in Brussels in 1976. His office increased its importance when EEC leaders decided last June to promote a European peace initiative in the Middle East.
