    THE DECISION TO ARM THE POLICE FOLLOWED INCIDENTS IN WHICH EAST BERLIN BORDER GUARDS FIRED AT EAST BERLINERS ESCAPING INTO THE WESTERN SECTORS.

    WEST BERLIN POLICE USED TEAR GAS FOR THE FIRST TIME ON OCTOBER 23, IN REPLY TO AN EAST BERLIN TEAR GAS ATTACK AT THE SECTOR BORDER. A WEST BERLIN POLICE SPOKESMAN SAID EAST BERLIN POLICE HAD THROWN FIVE TEAR GAS BOMBS AT A WEST BERLIN LOUDSPEAKER VAN NEAR THE BORDER. TWO OF THEM SMASHED THE WINDSCREEN OF A WEST BERLIN CUSTOMS VAN. POLICE FROM WEST BERLIN REPLIED WITH SIX OF THE TEAR GAS BOMBS ISSUED TO THEM ONLY THAT DAY.

    EAST GERMANY HAS ANNOUNCED THAT WESTERN OFFICIALS INCLUDING AMBASSADORS AND OTHER DIPLOMATISTS, IN CIVILIAN CLOTHES MUST SHOW IDENTITY PAPERS ON ENTERING EAST BERLIN.
