    SAMOANS ARE BEING TRAINED TO WORK THE TUNA BOAT. SHARK FINS, AN UNUSUAL DECORATION ARE SOUVENIRED ON MANY MASTS. HIGH SCHOOLS ARE BEING BUILT, ROADS ARE BEING SURFACED, AND AGRICULTURE PROMOTED AS AMERICA POURS MONEY INTO THE TERRITORY.
