    At the United Nations several delegates have spoken in support of Wednesday's 93-13 vote in favour of banning South Africa from participating in the re-opened debate on Namibia. Among these was the current Secretary General, Kurt Waldheim, who criticised the South African government for its hesitancy is clarifying its attitude on two outstanding issues. These were the restrictions on the locations of SWAPO (South West Africa People's Organisation) forces in Namibia, and the monitoring of SWAPO activities in neighbouring countries. In an outspoken speech, the Liberian Ambassador to the UN, Winston Tubman, called upon the General Assembly to denounce South African designs for an independent Namibia and institute its own settlement plans.
