    Background: By a voter of 73 to 4, with 46 abstentions, the United Nations General Assembly has adopted a Soviet - backed resolution renouncing the use of threat or force in any form, and permanently prohibiting the use of nuclear weapons.

    Albania, China, South Africa and Portugal voted against the resolution, and Chinese Ambassador Huang Hue called the resolution a fraud, saying it would not prevent the superpowers from maintaining their nuclear weapons monopoly.

    Included in the large number of abstentions...the United States, Britain and France. The United Kingdom representative, Sir Colin Crowe cast doubt on the value of vague general declarations, saying.
