Background: DISSIDENTS IN HONGKONG ARE TAKING THE HEADS FROM PARKING METERS TO USE THE TIMING DEVICES IN THEM FOR MAKING BOMBS AND OTHER EXPLOSIVE WEAPONS. THE HEADLESS METERS ARE ONE OF THE MORE BIZARRE ASPECTS OF A CITY IN WHICH POLICE CORDONS AND ARRESTS ARE AN ALMOST DAILY OCCURRENCE.
LONG STRETCHES OF HONGKONG ROADWAY HAVE METER POLES STANDING ERECT -- BUT WITHOUT THEIR HEADS -- AND CARS ARE ENJOYING FREE PARKING WHILE THIS SITUATION CONTINUES.
IN THE MORE ROUTINE FIELD, 200 POLICE AND BRITISH TROOPS RAIDED HUTS PERCHED PRECARIOUSLY ON THE SLOPES OF MOUNT BUTLER, NEAR THE ISLAND'S FAMOUS TOURIST ATTRACTION, THE TIGER BALM GARDENS. THE RAID, ON TUESDAY, WAS CONDUCTED IN THE TAI HANG DISTRICT WHERE, IT WAS SUSPECTED, HOME-MADE BOMBS WERE BEING MANUFACTURED.
ARMED TROOPS CONVERGED ON THE SCENE AND BEGAN THE CLIMB UP THE NARROW PATHS LEADING TO THE HUTS OCCUPIED BY THOUSANDS OF SQUATTERS. ELEVEN PEOPLE WERE DETAINED FOR QUESTIONING.
POLICE FOUND A LIVE BOMB, A QUANTITY OF BLACK POWDER, TWO WATCHES AND SOME DEVICES FOR MAKING TIME-BOMBS AS WELL AS A QUANTITY OF CHEMICALS BELIEVED TO BE USED FOR MAKING EXPLOSIVES.
A POLICE BALLISTICS OFFICER THREW THE BLACK POWDER AND CHEMICALS INTO A NEARBY STREAM AFTER EXAMINING THEM.
THE POLICE MET NO RESISTANCE DURING THE FIVE-HOUR SEARCH IN A SIMILAR RAID IN THE KOWLOON CITY AREA, POLICE ARRESTED A MAN AND MADE A SMALL HAUL OF GUNPOWDER, CHEMICALS AND IRON NAILS.
