TRANSCRIPT: SEQ. 2: JENKINS: "I, as President, will be responsible for the secretariat-general, for legal service, for information, DG-10, and for the spokesmen's group. Vice-president Ortoli will be responsible for economics and finances, DG-2, as well as for credits and investment, DG-18 and the statistic office. Vice-president Haferkamp will be responsible for external relations, DG-1. Vice-President Gundelach will be responsible for agriculture and fisheries, DG-6. Vice-president Natali will be a commissioner vice-president with special responsibilities for questions on the enlargement of the community, the protection of the environment, nuclear safety questions and contact with member governments and public opinion on preparations for direct election of the European parliament. Vice-president Vredeling will be responsible for employment and social affairs, DG-5 and for the tri-partite conference. M. Cheysson will be responsible for development, DG-8. M. Brunner will be responsible for energy research, science and education, DG-12 and 13. M. Vouel will be responsible for competition, DG-4. M. Giolitti will be responsible for the co-ordination of community funds and regional policy DG-16. Ali information activities have been brought together under the president's authority, whereas previously there was division between the spokesmen's group, and the director general of information, which was under the authority of another commissioner. The purpose of this re-grouping is to ensure a more effective presentation to the public of the commission's activities, which is a point to which attach particular importance, there will, I assure you, be no question at all, of any dimunition of the facilities available to the press as a result. Quite to the contrary, and I hope myself, to be able to hold regular and reasonably frequent press conferences. The next mission I would mention, is the commissioner for employment and social affairs, where Vice-president Vredeling is being given the responsibility, not
only for employment and social affairs, but also in connection with questions connected with the tri-partite conference. Then there is the commissioner for the co-ordination of the funds, Signor Giolitti. The creation of such a post and other means of intervention in the community for structural purposes responds, I think, to a long-felt need for better co-ordination of the various instruments available to help correct imbalances within the community."
The 13 men will be sworn in the following week. Commission sources said the length of time to reach final agreement on the portfolios was due in part to Ireland's Richard Burke who held out to the last in an unsuccessful did to get the budget portfolio instead of transport. The surprise appointment is that of Wilhelm Haferkamp of West Germany to the prestigious post of external relations.
