Background: Former U.S. Vice President Richard Nixon said Thursday (5 March) that the Vice Presidential nominee should be as fully qualified as the President. He urged that delegates to the Republican and Democratic conventions select the second man on the ticket as carefully as they select the presidential nominee.
Mr. Nixon, who served as Vice President under President Eisenhower, made the remarks while testifying before a special subcommittee of the Senate Judiciary Committee. The subcommittee, in the light of the recent assassination of President Kennedy is investigating the laws governing presidential succession and disability.
Mr. Nixon also told the committee that it should act promptly while the nation is acutely aware of the problem. He suggested that, if the Vice President succeeds to the Presidency, the Vice Presidency should be immediately filled by the Electoral College on recommendation of the President. U.S. law now provides that the line of succession pass from the Vice President to the Speaker of the House of Representatives.
