Background: Uganda President Idi Amin arrived in the Ivory Coast on Friday (23 November), assuming a new role - mediator between the Ivory Coast and Guinea. President Amin announced his intentions at an airport press conference: "I will try to play the part of mediator in the differences that divide President Sekou Toure of Guinea and Felix Houphouet-Boigny of the Ivory Coast."
President Amin flew to Abidjan straight from the Guinean capital, Conakry. While in Guinea, he had called for the "complete liberation" of the self-proclaimed state of Guinea-Bissau, and urged nationalist guerrillas there to start kidnapping the wives and children of "imperialists" in the Portuguese territory.

When he arrived for his short visit to the Ivory Coast, President Amin was greeted by the country's Minister of State, Mr. Mathieu Ekra. The Ugandan leader was believed to have had talks with President Houphouet-Boigny while he was in the Ivory Coast. He left the country on Friday night bound for Kinshasa.
