    TRANSCRIPT: SEQ. 9: NYERERE: "THE CONFERENCE, HELD IN CONFORMITY WITH THE SPIRIT OF GOOD NEIGHBOURLINESS, EXCHANGED VIEWS IN A NUMBER OF IMPORTANT ISSUES, RELATING TO REGIONAL AFRICAN AND WORLD PROBLEMS IN A FRANK AND FRATERNAL ATMOSPHERE. THE CONFERENCE REITERATED THE IMPORTANCE OF HAVING REGULAR AND FREQUENT EXCHANGES OF VIEWS ON MATTERS AFFECTING THE REGIONAL INTERESTS OF MEMBERS STATES, AFRICA AS WELL AS WORLD PROBLEMS, AS TO PROMOTE BETTER UNDERSTANDING AND MUTUAL TRUST. IN THIS SPIRIT THE CONFERENCE DISCUSSED SOUTHERN AFRICA, MERCENARIES, UNCTAD, REGIONAL ECONOMIC COOPERATION, THE DRAFT TREATY ON THE NON-PROLIFERATION OF NUCLEAR WEAPONS AND GENERAL POLITICAL AND SECURITY MATTERS AFFECTING THE REGIONS AND AFRICA AS A WHOLE. WHILE MAKING A GENERAL SURVEY OF THE SITUATION OBTAINING IN SOUTHERN AFRICA THE CONFERENCE NOTED WITH GREAT CONCERN THE WORSENING SITUATION IN RHODESIA. THE CONFERENCE ALSO VIEWED WITH DEEP CONCERN THE SUPPORT WHICH THESE REGIMES RECEIVED FROM CERTAIN STATES. THE CONFERENCE DECIDED TO MAKE REPRESENTATIONS TO THESE STATES TO STOP GIVING AID TO SOUTH AFRICA, PORTUGAL AND THE ILLEGAL REGIME OF RHODESIA. THE CONFERENCE WELCOMED THE CURRENT TALKS TO FIND A PEACEFUL SOLUTION TO THE NIGERIAN PROBLEM, EXPRESSED THEIR HOPES FOR THE SUCCESS OF THE TALKS AND THANKED THE GOVERNMENT OF UGANDA FOR OFFERING FACILITIES FOR THE TALKS IN UGANDA. AT THE CLOSE OF THE CONFERENCE THE HEADS OF STATE AND GOVERNMENT AGREED UNANIMOUSLY THAT THE NEXT CONFERENCE BE CONVENED IN THE REPUBLIC OF ZAMBIA IN APRIL 1969. FULL STOP (APPLAUSE).

    THE JOINT COMMUNIQUE ISSUED AT THE CLOSE OF THE SUMMIT CONFERENCE REAFFIRMED SUPPORT FOR "FREEDOM FIGHTERS" EVERYWHERE IN WHITE-RULED SOUTHERN AFRICA.

    BUT IT MADE ONLY ONE SPECIFIC RECOMMENDATION ON RHODESIA -- FOR PRESSURE ON "CERTAIN STATES" TO STOP AIDING THAT COUNTRY.

    CONGO-BRAZZAVILLE PRESIDENT ALPHONSE MASSEMBA-DEBAT REMAINED FOR THE FINAL SESSION OF THE CONFERENCE, DESPITE THE FACT THAT AN ABORTIVE COUP HAD TAKEN PLACE DURING HIS ABSENCE FROM HIS COUNTRY. HE SAID LATER THE COUP DID NOT SURPRISE HIM, AND CLAIMED THAT IT WOULD NOT UPSET HIS TRAVEL PLANS.
