    SEQ. 1: MUGABE: "We set out to achieve a definite target through the agency of a Donors' conference -- a target, financial target to enable us to make a good start with our programme of reconstruction and development and my government is overwhelmed with the responses that we have received from the representatives of the countries and organisations which attended our conference. We in fact expect much more because others have already, have expressed their willingness to enter into bilateral discussions with us and would rather deal in the context of bilateral relations than in a multilateral manner."

    MUGABE: "We ourselves cannot impose, involve ourselves in sanctions against South Africa because of our situation, but this is not to say that we are against the international community imposing sanctions if the international community would want to do so. No certainly. And I told him we had voted for sanctions at the United Nations because we had to be seen to be giving support to the efforts of the OAU (Organisation of African Unity), to the efforts of the international community regardless of our position. However, we did explain at the United Nations that when it comes to the actual implementation of the sanctions. Zimbabwe would not be able to implement them - that's the explanation I gave."

    Background: INTRODUCTION: In Zimbabwe, Prime Minister Robert Mugabe has hailed the five-day donors' conference which closed on Friday (27 March) as a major success. He said over a million dollars worth of aid had been promised by over 30 countries and international organisations attending the meeting. Although Mr. Mugabe criticised the amount of aid offered by Britain as insufficient, he said that on the whole he was overwhelmed by the response to his pleas for economic aid.

    SYNOPSIS: During the press conference Mr. Mugabe expressed his support for black nationalists in South Africa, but warned that Zimbabwe could not impose economic sanctions.
