    Background: General Bernard Rogers, the Supreme Commander of North Atlantic Treaty Organisation (NATO) forces in Europe, has been inspecting troops and military equipment at a base near Lisbon in Portugal. General Rogers made his inspection of the Montijo base, jointly used by the Portuguese Air Force and NATO, on Friday (30 April) as part of a three-day visit to the country. The top NATO Commander, who has held talks with President Antonio Eanes as well as armed services chiefs, is reported to have tried to appease Portuguese fears about the entry of Spain into NATO. General Rogers said in Lisbon on Thursday (29 April) that Spanish membership would strengthen the Organisation. The Portuguese Parliament has approved Spain's entry, but negotiations lie ahead on how commands will be shared in the Iberian peninsula once Spain is admitted into the NATO alliance's military wing. As a founding member of the alliance, Portugal is insisting that Spain should not be given control over Portuguese territory.
