MR. SAXBE: "As well as, not only the problems of the Attorney General's office, but of government generally, not only here in America, where it is complicated by many extraneous factors, some very serious, but in the world, because it is a world in revolution; a world in transition; a world that outruns our ability to provide not only energy needs, but sometimes, I believe, our moral ones too. The offices of the Department of Justice are extremely important to this country, as to any country, because through the centuries we have evolved a procedure that permits us to overcome the bestiality of man."

Background: Mr. William Saxbe was sworn in on Friday (4 January) as the United States' chief law-enforcer when he took the oath of office as Attorney General, in Washington.

Mr. Saxbe fills the post left vacant by the resignation of Elliot Richardson in October. Mr. Richardson quit rather than carry out President Nixon's order to fire the special prosecutor heading the Watergate investigation, Archibald Cox.

Mr. Saxbe, who left his Senate seat to take over the job as head of the Justice Department, spoke strongly about the need for respect for law in his remarks following the swearing-in ceremony.
