Background: India's six opposition parties have begun a two-day convention in Delhi to unite against the government of Mrs. Indira Gandhi. They include the Congress-U Party, the Communist Party of India, the Communist Party Marxist, the Lok Dal, the Revolutionary Socialist Party and the Forward Bloc.

SYNOPSIS: More than one thousand delegates attended the conference which began on Saturday (27 September) at the Sri Krishna Memorial Hall in Delhi. The main topics on the agenda were rising prices and assaults on civil liberties. The session began with a report on the inter-party discussions which led to the decision to hold the convention.

The General Secretary of Lok Dal, Mr. Madhu Limaye, introduced the draft resolution for discussion. The resolution noted the fact that prices of both consumer goods and imports have increased greatly because of a lack of government controls. It also noted the curtailment of civil liberties in India because of the preventive detention law and other government regulations. The resolution commented on rises in crime and corruption as well as mounting unemployment.

The General Secretary of the Communist Party of India, Mr. Rajeshware Rao, also addressed the convention. The resolution accused forces from the different Indian communities of trying to undermine popular unity and national integration. It called on the people to launch a struggle against those trying to divide India on the basis of religion, region, language, caste or race. Through another resolution, the convention demanded a long-term comprehensive plan for meeting threats of floods, droughts and famines.
