    Background: JERUSALEM/WEST BANK

After a stormy session in which the Israeli Parliament (Knesset) failed to vote either for or against the coalition government of Menachim Begin, the session resumed on Wednesday (March 24) to vote on the governments budget. Voting was close and observers suggest that Mr. Begin might be unable to keep his government together for much longer, forcing another election in the near future. But while the government is under pressure inside parliament, not least from the orthodox opposed to the handover of the West Bank, clashes between troops and Arabs have continued. There more Palestinians were killed in fighting. There were claims that two of the youths were shot by Jewish settlers. Two West bank mayors from Ramallah and El-Bireh, two of the towns worst hit by violence, met foreign diplomats on Wednesday (March 24). The mayors said they wanted international pressure on Israel to end what they called the suffering of their people. Meanwhile at the United Nations in New York, Jordan is expected to call for condemnation of Israel.)
