Background: Wednesday, on the 6th September, at 10 o'clock a.m. at the Budapest-Ferihegy airport, arrived by its special IL-18 plane, the Soviet Party- and Government delegation, headed by Leonid Brezhnev, General Secretary of the Party.
During their visit, a new Treaty of Friendship, Cooperation and Mutual Assistance will be signed between Hungary and the Soviet Union, to replace the existing 20-year Treaty signed in 1948.
The negotiations began in the Parliament. Janos Kadar and Leonid Brezhnev headed the negotiating delegation.

The signing ceremony took place in the Coupola hall of the Parliament. The treaty signed from Hungarian part Party leader J. Kadar and Premier Jeno Fock, from Soviet part General Secretary of the Party Leonid Brezhnev and Premier Aleksei Kosygin.
Then they met the Budapest workers at a rally.
