    SPEECH (TRANSCRIPT) BOTHA: "We do not consider the Cuban presence as such a threat to South African security because we believe we can handle it. We believe we have the means to cope with them. But it is certainly a severe threat to South West Africa - Namibia. It is certainly a factor making it extremely difficult if not impossible to make progress with the negotiations to implement whatever solution there might be for Namibia. Their presence in general creates an atmosphere of stress and strain and threat. Their presence in general invites attacks by Mr. Savimbi. Their presence in the whole region in general creates an atmosphere of turbulence and conflict. Why should they be there? Why should they be there even if would allow units of civilian personnel to act as observers? Surely if South Africa then, a they claim, would wish to invade Angola it could be reported immediately. Why should they wish to be there, unless it is for two reasons: to subdue the people of Angola who have never had an opportunity to vote, never ever. There has been no one man vote there. No government in the West is asking for that fundamental right to be implemented in Angola. No, no, no. Mr. Waldheim simply says that America should have good relations with that kind of regime. No vote ever taken, no election, no prospect of an election ever taking place in Angola."
