    TRANSCRIPT: SEQS. 1 & 2: REPORTER: "Are the risks very great at the moment that the Commonwealth might break up?"



    LEE: "It is very difficult to say. I can only go by what M. Trudeau says and what Mr. Arnold Smith, the Secretary General has said, and they were both optimistic. In any case if it cannot survive this difficult but relatively minor conflict of policies, then it is unlikely to survive much more acute differences which will arise in the course of the next few years."



    REPORTER: "Does any threat in the Indian Ocean really exist? We have heard a lot about Soviet naval build-up there."



    LEE: "My view is the more the major powers are interested in the Indian Ocean and the Pacific Ocean--which means that they might be interested in the Straits of Malacca through which all ships must pass, merchant vessels or navy vessels--than it is to the good of the region. There is no use in wishing that the Russian fleet will go away, they just will not. It is no use making pious statements and saying let us have an area of calm and peacefulness without the navies because it just won't happen."
