    Background: In India, the ruling Congress (I) party has chosen Zail Singh, a 66-year-old Sikh, as its presidential candidate. Mr. Singh has been Home Minister since Mrs Indira Gandhi came back to power in 1980. The presidential election will be on July 12, when the electoral college chooses a successor to President Neelam Sanjiva Reddy, whose five-year term has expired. The college consists of members of parliament and state legislatures. Mr. Singh is assured to winning because the Congress (I) party has a majority in the college. Opposition parties have chosen a common candidate: Mr. Hirendra Nath Mukherjee, 74, a leader of the pro-Moscow Communist Party of India (CPI). Under the Indian constitution, the Council of Ministers, which the Prime Minister heads, exercises all powers, often in the president's name. But the president does have some scope for independent judgement.
